Short-lived noise can be an indication of rust, snow, rain, or other things that can get on the rotors, especially after the car has sat awhile. None of these is a cause for concern, if the noise disappears after a few uses of the brake pedal.
A persistent noise does indicate brake wear, and is an indicator of brake wear. When you experience continuous & frequent brake sounds or handling changes, replace your brakes. If you do not, it will always cost you more money in the end. There is no way around this one.
Squeaks and squeals require a brake inspection to diagnose. Because you are hearing noises, it does not automatically mean you will need a brake replacement, however. Brakes can require cleaning, lubrication or adjustment. Additionally, most brake noises are caused by worn or loose parts.

An unevenly worn rotor is referred to as a warped rotor. When the rotor is warped, the brake pads cannot press flat against it when pressure is applied to the brake pedal. When you are experiencing a warped rotor, you will feel vibrations that generate brake noise.
Similar to how a warped pad causes surface-to-surface issues, so too does an unevenly worn pad, which is unable to press tightly against the rotor. Occasionally, noise can be the cause of a faulty instillation or eroded shims. These are all issues that can be addressed if you will have your brake pads inspected every time you get your tires rotated. You are getting your tires regularly rotated, right?
Ever heard of bargain pads or cheaper pads? Some say they are noisier than higher-quality pads. True? Maybe so. Additionally, loose or sticking calipers can be noisy.
